Sub: Amendment in the Gr A Transfer Policy in the cases of Promotee Asst Commissioners

Respected Sir,
The Superintendents of Customs (P) get their promotion to Asst Commissioner at the fag end of their service. At that stage of their lives, they look forward to complete the family responsibilities like the daughter’s marriage or the children’s education. Moreover, by then they, many of whom do not possess good health, start planning for their retired life. It has also been recognized by the Govt of India while posting the 55 year old officers at the same stations of last posting or at the native place on choice, when the retirement age was 58 years. Over a period of time, the concept had changed to make such same station posting for last 3 years of service. Though the retirement age has been increased to 60 years, the conditions of life have not changed and the demand of personal attention to the important family responsibilities continues to come calling around the age of 55 years.
Due the existing transfer policy, the officers of the age between 55 to 57 years, when they are not at the pink of health, are posted at very far off places. As a result, majority of these officers were compelled to opt for voluntary retirement only in order to keep their family commitments, which otherwise could have possible to meet remaining in service had they been posted at some nearby place. As a result, the Supdt of Customs are deprived of their enjoyment of the elevated status and added responsibilities.
In view of the above, it is humbly requested to review the Transfer Policy and Posting of Gr A officers. Superintendents of Customs, having service of 5 years or less may be posted at the same station or their native place on choice and those having more than 5 years of service amy be posted within the Zone.
