ANNUAL CONFERENCE 2007

(Visakhapatnam, 14th & 15th June, 2007)

SECRETARY GENERAL'S REPORT

Dear Members,

Recapitulation of the works done of the year left behind is a tough job for anyone, defending the mistakes if any is difficult without any misconstrue and highlighting the good works with colours. Despite one has to make a correct assessment.

As Secretary General of the Federation, we took following issues which were felt at the beginning ofthe year as most important.

1. Deployment of Supdt in just and proper way at Kolkata Customs

Few letters were written to Commissioner of Customs, Kolkata requesting him to look into the matter of deployment of Supdts in his jurisdiction with specific demand for export related works. The, Federation office bearers along with the Kolkata committee members met the Commissioner of Customs, Kolkata and presented the case of Kolkata members and appraised him that in other Customs Port the export work is being dealt by the preventive staff and requested him to follow the same in Kolkata. The Commissioner Shri Gautam Roy assured us that he would look into the matter and do the needful. However, till date nothing has been done but I hope Kolkata Association must have pursued this issue at local level and we assure that we wlll continue to pursue this issue with the authority

2. Merger of Gr-B, Jurisdiction of JNCH, Proper deployment, etc.

Letters were written to the Board for considering various issues like merger of Group B cadre, deployment of Supdts (P) in assessment works, Jurisdiction of JNCH, withdrawal of preventive staff from various directorates, proper attention in vigilance cases so that the time frame for completion is followed etc. Myself along with President of the Federation Shri Anupam Majumdar and General Secretary of Mumbai Association Shri A K Singh met Hon'ble Chairman Shri V.P.Singh , Member (P&V) Ms Chitra Saha and presented the Issues as mentioned above and also the issue a of proper deployment, regularization of ad hoc promotion, holding of regular DPC for promotion etc. It would be candid to mention here that Chairman was not at all sympathetic to our demands/requests. However, Member (P&V) gave us patient hearing and assured us that things will be placed in order very shortly.

3. Suspension of our members of Kolkata Customs

The issue of suspension of our esteemed members of Kolkata Customs was taken up with the Chief Commissioner of Customs, Kolkata, the Commissioner of Customs, Kolkata as well as with the Member(P&V).lt is now learnt with happiness that the efforts of the Kolkata Association and the Federation has yielded result and the suspension on our Superintendents have been revoked.

I sincerely hope that the new office bearers of the Federation shall achieve further on our issues. I thank all the members for their support and cooperation.
