MINUTES OF THE CONVENTION OF THE All INDIA FEDERATION OF SUPERINTENDENTS OF CUSTOMS HELD AT MUMBAI ON 30TH SEPTEMBER, 2000
The All India Convention of the "All India Federation of Superintendents of Customs" was held at Mumbai on 30th September, 2000. The convention which was attended by the delegates from Calcutta, Chennai and Mumbai, was inaugurated by the Commissioner of Customs (G), Mumbai, Dr. G.K.Pillai. In his speech, Dr. Pillai acclaimed the formation of the Superintendent's organisation and advised the Superintendents of Customs to be more united to project their issues more effectively to protect their interest and strive to bring a good name to the customs department as a whole.
After the inaugural function, the convention started formally, presided over by the Preparatory Committee Shri Sunil Dole. Shri Dole, welcoming the delegates in the meeting expressed his sincere thanks to all for attending the convention. He invited the members to deliberate on the following agenda points:
1. To discuss and ratify the decision of formation of the All India Federation of Superintendents of Customs.
2. To discuss and adopt the constitution and rules of the newly formed Federation of the Superintendents of Customs.
3. To discuss and decide upon the uniformity of names of the units at the Customs House levels.
4. To discuss and empower the present preparatory committee of the federation to function as the regular committee till the wor.k.ii1g committee of the federation is formed in a regular manner by the elected working committees of the units at the Annual Conference.
5. To discuss and decide on immediate issues viz-
i. Merger with the Appraisers.
ii. Preparation of the All India Seniority list of the Superintendents of Customs.
iii. Implementation of the A.C.P. Scheme.
iv. Cadre restructuring in CBEC.
v. Proper implementation of the orders of the Hon'ble Supreme Court in OA No. 306/88.
vi. Recognition of the Federation.
6. Any other points with the permission of the Chair.
Shri Dole requested the Secretary General of the Preparatory Committee Shri Anupam Majumdar to initiate the deliberations.
Shri Anupam Majumdar congratulated the delegates for successfully converting the ideas into reality by extending their active and wholehearted support to the All India Federation of Superintendents of Customs. He expressed his gratitude to all the delegates for showing their earnest concern for the cause of the cadre at the right time.
POINT No.1:
Shri Majumdar briefly deliberated on the process of the formation of the organisation of Superintendents of Customs. He informed the house that Shri Nawaz of Cochin, Shri Malik of Goa and Shri Jamgalaya of Vizag though expressed their willingness to attend the convention but could not make it due to their unavoidable personal reasons, however, all of them reposed confidence on the success of the convention and extended their good wishes to all. At the request of Shri Bandyopadhyay of Calcutta, Shri Majumdar informed the members of the latest position of membership which was as follows:
Calcutta - Membership received 151 out of 153
Chennai - Membership received 71 out 80
Mumbai - Membership received 336 out of 595
Goa - Membership received 14 out of 41
TOTAL ..... 572
Shri Majumdar also informed that in response to an opinion poll 17 Superintendents out of 20 at Vizag expressed their willingness in writing to join the newly formed Superintendents Federation.
Taking part in the discussion, Shri A.Bandyopadhyay of Calcutta expressed his sincere thanks to the members of the Preparatory Committee for their untiring efforts to form the All India Federation of Superintendents of Customs at Mumbai. He narrated that they had completed 99% of the membership, formed their unit and drafted their constitution. All the members congratulated him with huge applause. Shri Bandyopadhyay advised the Mumbai Unit to strengthen the membership drive at Mumbai.
Shri K.G.Shriraman of Chennai started his speech amidst loud cheers. He shared his long experience in the Association activities, and expressed his happiness over the correct decision of formation of the Federation at the very crucial juncture of the cadre. He also requested the Mumbai comrades to take further initiative to enroll all the Superintendents as the members.
It was thereafter resolved unanimously to ratify the decision of formation of the All India Federation of Superintendents of customs in the following resolution as proposed by Shri K.G.Shriraman of Chennai and seconded by Shri R.K.Kar of Calcutta:
RESOLUTION:
"At the Convention of the All India Federation of Superintendents of Customs held in Mumbai on 30th September, 2000, it has been unanimously resolved to ratify the decision of forming the said federation which was established on 2nd July 2000 in Mumbai"
POINT No.2:
The copies of the draft constitution and Rules of the All India Federation of Superintendents of Customs which was earlier circulated to other units were distributed to the members and the deliberation started. The members carefully discussed each and every rule on point to point basis and finally being satisfied with necessary corrections decided unanimously to adopt and enact the Constitution and Rules of the All India Federation of Superintendents of Customs as proposed by Shri Anupam Majumdar of Mumbai and seconded by Shri A.Bandyopadhyay of Calcutta. All the members applauded the beginning of a new era of the Federation.
POINT No.3:
Shri Majumdar informed the members that the units decided on the pattern of naming their Association and as a result, the uniformity of the names of the Association could not be maintained. He mentioned that Mumbai had decided to name their Association as "Mumbai Association of the Superintendents of Customs" whereas Calcutta decided to name as "Association of Superintendents of Customs, Calcutta". He stressed on the need of the uniformity of names of the Association at the unit level. All the members agreed to the suggestion. It was proposed by Shri A.Bandyopadhyay of Calcutta to name all the Associations in their pattern keeping the name of the port at the end. After a brief discussion, the proposal of Shri Bandyopadhyay, as seconded by Shri M.Mishra of Chennai, was accepted unanimously. The Annexure III of the Constitution of the Federation was suitably corrected and accepted unanimously.
POINT No.4:
Shri Anupam Majumdar invited the attention of the members to the first write-up dt. 5th July 2000 issued by the Preparatory Committee and stated that in reference thereof the extent of functioning of that committee ended at the All India Convention. He, therefore, requested the House to either empower the present Preparatory Committee to function till next Annual Conference or better to elect a committee from the House to function till the Working Committee of the Federation would be formed by the elected Working Committee of the Federation at the Annual Conference. After a brief discussion, it was decided to elect a committee from the House. As proposed by Shri Anupam Majumdar and seconded by Shri K.G.Shriraman the following committee was elected unanimously to function till the next conference of the elected working Committees of the Units:

POINT No.5:
All the six issues in this agenda point were discussed at length by the members and all were in unanimity to take up all these six points as the immediate issues for the Federation. It was decided that the new Committee of the Federation should strive to achieve on these issues.
POINT No.6:
Shri R.K.Kar of Calcutta mentioned with the permission of the chair that the customs work at the Paradeep Port was facing severe manpower shortage as the controlling Central Excise Commissionerate was not in a position to deploy sufficient manpower without fresh sanction of staff. He mentioned that the Calcutta Association had convinced the then Member (Cus) Shri Sukmar Shankar that Calcutta Customs was fully ready and equipped to handle the total customs work at Paradeep port without any further sanction of staff for the port. He requested the Federation to take-up the matter with the Board.
It Was decided to pursue the matter vigorously for the expansion of job opportunity to the cadre.
No further point was raised.
President Shri Sunil Dole in his thanks giving speech requested all the members to strengthen the newly formed Federation which, he believed, would in future emerge as the most powerful Federation in the CBEC to easily achieve the justified demands. He thanked all the members to make the Convention a grand success.
The meeting was then concluded with the vote of thanks to the Chair raised by Shri Anupam Majumdar.
